Covered California has recently announced its plans and rates for the 2022 coverage year. It includes complete coverage, lower premiums, and the American Rescue Plan. The new and expanded financial help offered by the law has involved a record 1.6 million people enrolled for Covered California plans. It contributes to the state concluding one of the healthiest consumer pools in the nation, resulting in a low rate change.

“The American Rescue Plan will keep making a huge difference by lowering costs for many who were previously eligible, and by building on California’s state subsidies to provide financial help to lower premiums for many middle-income Californians for the first time,” said Peter V. Lee, executive director of Covered California. He ensures that as more people are getting insured for the reduced coverage rate, Covered California, health insurance policies have created a virtuous cycle so that more people come forward.

Gov. Gavin Newsom says, “California is continuing to make significant progress towards covering everyone in our state.” The essential part of the Covered California plans is that Californians can enjoy and take support from the American Rescue Plan.

Covered California’s Individual Market Rate Change for 2022

The initial average rate change of 1.8 % will apply to California’s market, with approximately 2.3 million people. The average rate change for the past three years is 1.1%. “Health care costs are never a one-year story,” Lee said.

The main factor that contributes to the low rate change is Covered California’s strong, healthy, and trusted enrollment. In 2020 Covered California saw a big jump in the state subsidy and the implementation of the state penalty. Since then, it has experienced a surge in enrollment because of the new subsidies through the American Rescue Plan.

It’s an anticipation by the experts that the low rate change for 2022 will continue. Covered California now has the highest enrollment in its history.

The American Rescue Plan Offers Immense Savings

On Twitter, it states, “#CoveredCA’s record 1.6 million enrollment and healthy consumer pool were key factors in a preliminary rate increase for #California’s market of just 1.8% in 2022 for #ACA #healthcare plans.”

The American Rescue Plan has lowered premiums for an estimated 1.5 million Californians, and more people are joining because of the benefits. Moreover, the American Rescue Plan has dramatically reduced the net premiums coming from all income ranges in the state.

Raising the Bar on Improving Care, Addressing Disparities, And Quality

Besides providing increased value and choice for Californians, Covered California plans help in improving quality of care, disparities, and medical health insurance.

As part of the contracts with health insurance carriers, Covered California holds carriers responsible for offering top-rated equitable health care in the following ways:

  1. Raising the Bar on Health Insurance Quality:

While more than 85% of consumers have enrolled in health plans with ratings of three or quality stars. Relying on that, Covered California will launch a Quality Transformation Initiative in 2023. It’s crucial to tie financial penalties to bad performance on essential measures like diabetes control or colon cancer screening.

  1. Addressing Disparities

Covered California needs its plan to accumulate rare and quality data that works collaboratively with its plans. The Covered California health insurance plans will help identify and address disparities for African American and Latino enrollees. Especially if they suffer from diabetes and high blood pressure.

  1. Delivery System Transformation

Covered California works closely with public purchasers like Medi-Cal and CalPERS and finds ways to enhance the health of all Californians.
