Billing protection

Do not ignore a bill—but check it before paying.

A Medicare provider generally may not bill a full dual beneficiary for Medicare Part A or Part B deductibles, coinsurance, or copayments. Other charges can follow different rules.

  1. Call the provider’s billing office.Ask them to verify both your Medicare and Medi-Cal information.
  2. Contact your health plan or 1-800-MEDICARE.Ask whether the charge is a protected Medicare cost-sharing amount.
  3. Use the Medicare Medi-Cal Ombudsman if needed.The California Ombudsman can help with unresolved coordination and billing problems.

What does full dual eligibility mean in California?

A full dual beneficiary has Medicare and full-scope Medi-Cal. Medicare generally pays first for Medicare-covered services, and Medi-Cal pays last and may cover certain Medicare cost sharing and benefits Medicare does not cover.

Is a Medicare Savings Program the same as full Medi-Cal?

No. A person who has a Medicare Savings Program but not full-scope Medi-Cal is generally considered a partial dual beneficiary. That status may help with certain Medicare costs but does not provide all full-scope Medi-Cal benefits.

What is a California Medi-Medi Plan?

A Medi-Medi Plan is a type of Medicare Advantage Dual Eligible Special Needs Plan designed to coordinate Medicare and Medi-Cal benefits through affiliated organizations. Availability and plan choices vary by county.

Do I have to join a D-SNP or Medi-Medi Plan?

Not necessarily. Full dual beneficiaries may have different Medicare coverage paths. Compare provider access, prescriptions, pharmacies, benefits, prior authorization, and care coordination before making a change.

Can a Medicare provider bill me for Medicare cost sharing?

What happens if my Medi-Cal status changes?
