Lost Job-Based Health Insurance in California? A Covered California Special Enrollment Checklist
Losing job-based health insurance can create a lot of uncertainty at once. In California, a loss of qualifying employer coverage may open a limited Covered California Special Enrollment opportunity, so it helps to gather the right details before the deadline passes.
This checklist is for people who are losing coverage through their own job or a family member’s job. It is general education, not legal, tax, or eligibility advice. Covered California makes the final eligibility and enrollment determination for each household.
Start with the date your current coverage ends
Write down the last day your employer plan will be active. That date can affect whether you may qualify for Special Enrollment and when new coverage can begin. Covered California says Special Enrollment is generally available within 60 days of a qualifying life event. Some circumstances have different rules—for example, the program lists a 90-day period for a loss of Medi-Cal coverage.
If you know your job-based coverage will end soon, do not wait for a gap in coverage to start comparing options. Confirm your event date and current rules directly with Covered California’s enrollment guidance.
Use this lost-coverage checklist
- Coverage end date: Save the notice from your employer, insurer, benefits administrator, or COBRA administrator showing when coverage ends.
- Household details: List everyone who needs coverage, their dates of birth, home address, and relationship to the tax household.
- Estimated household income: Gather recent pay information and note expected changes, such as severance, unemployment benefits, self-employment income, or a new job. The application uses household information, so an estimate may need updating as circumstances change.
- Doctors, hospitals, and prescriptions: Make a short list before comparing plans. Plan networks and formularies vary by ZIP code and plan.
- Other coverage offers: Note any spouse’s plan, COBRA offer, Medicare, Medi-Cal, or new employer coverage that could affect your choices.
- Documentation: Keep copies of notices and any documents the marketplace requests. Do not assume a verbal confirmation is enough.
Understand the paths you may be comparing
Depending on your household and the event, the application may evaluate eligibility for Covered California plans, financial help, or Medi-Cal. COBRA may also be an option after employer coverage ends, but it is a separate decision with different costs and deadlines. Review current materials rather than choosing solely on the monthly premium.
When comparing individual and family plans, look at monthly premium and expected out-of-pocket costs; doctors, hospitals, and referrals; prescription coverage and pharmacy access; deductibles, copays, coinsurance, and the annual out-of-pocket maximum; and whether everyone needs the same plan. Our Individual & Family coverage page explains the practical comparison questions Skyline Benefit can help you organize.
Do not confuse a job change with automatic enrollment
A job loss or loss of employer coverage can be a qualifying event, but it does not automatically enroll anyone in a new plan. The event type, timing, and application details matter. Covered California explains that not paying a COBRA premium is not treated the same as exhausting COBRA coverage. Confirm the facts for your situation through the official Special Enrollment page before relying on a deadline.
Choose a plan with continuity of care in mind
Before choosing, check the current provider directory and prescription information for the exact plan—not just the insurance company name. A doctor may participate in one network but not another, and a medication’s tier or coverage rules can change. If you are in ongoing treatment, ask the new plan or provider about continuity-of-care questions before you enroll.
What to do after you select coverage
- Review your enrollment confirmation for the correct household members and effective date.
- Pay the first premium by the plan’s deadline, if required.
- Save confirmation numbers, notices, and payment records.
- Watch for requests for additional information and respond by the stated deadline.
- Update the application if income, household size, address, or other information changes.
