Eligible group

The employer generally needs 1-100 employees and a principal business address in California. Owner-only groups are not eligible.

W-2 employee requirement

At least one enrolling W-2 employee must not be the owner or the owner's spouse.

Contribution and participation

Current guidance uses an employer contribution minimum and participation rules that vary by enrolled group size.

Out-of-area employees

A majority of employees must be employed in California; eligible U.S. employees outside the service area may use a PPO plan.
